The Mouse Transgenic and Gene Targeting Core is an Emory University supported Core. As a recipient of federal funds, the University must comply with OMB Circular A-21 Cost Principles for Educational Institutions section J.47 which stipulates that only the direct cost to provide a service may be charged to a federal grant and every user must be charged the same rate for the same service.
To be compliant with the regulation the core cannot provide free services or make refunds.
